The SOFIA+3 Project
The scope and impact in measurable terms
The geographical scope of the Project was subregional (Belarus, Moldova, the Russian Federation, Tadjikistan, Ukraine). On the final stage of the Project Kazakhstan and Kirgizstan were also involved. The political scope comprised formulation of environmental policies on national and local levels.
During the Project implementation there were 4 meetings carried out (2 regional and 2 national).
As a result of the SOFIA+3 Project more than 200 NGOs from the NIS were informed about the Project and were invited to contribute to the NGO NEAP evaluation process. 87 NGOs responded. Taking into account questionnaires filled and the responses given we selected NGOs from Belarus, Moldova, the Russian Federation, Tajikistan and Ukraine, which had serious intention to work within NEAP/LEAP process in their countries. The core of the NIS NGO NEAP network was established.
The Project was presented on 6 events of regional and subregional (in terms of the UN) levels, on Ukrainian national radio "PROMIN'" (regularly) and on press conferences at the 4th Environment Ministers Conference in Aarhus. Article about the SOFIA+3 Project was published in the newspaper "Zerkalo Nedeli" ("Mirror Weekly").
To enable wide public access to the information related to the Sofia+3 Project and to another OGI's activity there had been the Internet web-page http://www.ogii.org established and the bulletin OGI Update in English and Russian found. Since October 1997 No. 1-5 of the bulletin had been published in Russian and English.
Questionnaires for NGOs in Russian and Ukrainian languages had been prepared. The information about the SOFIA+3 Project and Questionnaires were disseminated among more than 200 NGOs to enable them to make their inputs to the SOFIA+3 Meeting (held on May 29 - June 1, 1998) and to the Sofia+3 Report, which was published and presented to participants of the 4th Environment Ministers Conference in Aarhus.
The NGO evaluation of the NEAP process in Belarus, Moldova, the Russian Federation, Tajikistan and Ukraine had been made, and the Report on results of the SOFIA+3 Project had been published and presented on the 4th Environment Ministers Conference in Aarhus.
