Strategy Planning for Sustainable Development in Ukraine
GOAL: to support the upgrade of existing knowledge base, regulatory environment and capacity for sustainable development strategy formulation on national/local levels in Ukraine using state-of-the-art training technique and advantages of information and communication technologies.
TARGET 1: Study the best worldwide experiences in area of strategic planning as a tool for sustainable public administration and enterprise management, and evaluate the opportunities for efficient adaptation/replication of the experiences in Ukraine.
TARGET 2: Study EU and other best practices in area of, inter alia, environmental policy integration into sectoral policies; the integration of the local environmental action planning in the local economic & social development programming process, and examine the opportunities for adaptation/replication of the practices in Ukraine.
TARGET 3: Establish dialogue with programme beneficiaries to upgrade their knowledge and skills, discuss results of the studies, and identify opportunities and most applicable approaches for sustainable development strategy formulation in Ukrainian conditions. In this relation a series of 5 workshops for different regions of Ukraine and 1 conference for national consultations is to be conducted.
TARGET 4: Formulate policy paper on how to upgrade the existing knowledge base, regulatory environment and capacity of central/ local governments to enable formulation of efficient sustainable development strategies on national/local levels in Ukraine using advantages of information and communication technologies.
TARGET 5: Contribute to formulation of 2 pilot local SD strategies through delivery of a series of strategy planning trainings and advisory services.
TARGET 6: Develop and design software solutions for sustainable development strategy planning and maintanance in corporate environment using advantages of information and communication technology.
PROGRESS:
Training on issues of strategic planning for SD for leaders of local governments, councillors, professional associations and NGOs of the following oblasts of Ukraine: Khmelnytska, Rivnenska, Ternopilska, Zhytomyrska, Chernivetska had been delivered on May 23, 2002 (Khmelnytsky town, Ukraine). Taking into account OGI's extensivve knowledge base and prior experience, in 2002 the Ministry of Ecology and Natural Resources of Ukraine has contracted the OGI in association with the Centre for Innovative Technologies (CIT, Kyiv) to, inter alia, study the EU, UN and other available experiences in area of Environmental Policy Integration and Local Environmental Action Planning; to examine and compare the relevant processes in Ukraine taking into account the in-country regulatory framework, institutional capacity and existing practices; and provide the Ministry with policy advise on the initial measures to be undertaken by Government to support
- Environmental Policy Integration into Sectoral Policies of Ukraine and
- Local Environmental Action Planning as an integral part of local economic and social development programming in Ukraine.
